Richard Ayres, principal in the Ayres Law Group, has published widely on environmental issues over the past 30 years. Because of his broad experience, his views with respect to environmental policy, and particularly the Clean Air Act, are often sought. He is an authority on emission trading systems, particularly cap and trade programs. He has written on many of the fundamental programs of the Clean Air Act, including National Ambient Air Quality Standards, New Source Performance Standards, etc.
